Is this the same as a call centre dialler?

No. It is not blind dialling at volume — each call is a real conversation using the record it is given, and it respects the pace, hours and opt-out rules you set.

What happens when someone does not answer?

Voicemail is detected and handled as you define, and a no-answer is logged with a sensible retry rather than an immediate redial.

How are opt-outs handled?

Immediately and permanently. A number that opts out is suppressed from future campaigns straight away.
